A simple search for a keyword such as "Cheap web design" is likely to provide you with many different options to choose from.
As well as looking for cheap we are also looking for professional; how can we do this? Quite simple really – always ask to see a sample or portfolio of the previous work of the designer or company. From this you should be able to decide whether this is the right person/company for you.
